Carmen Shoemaker is Manager of Contracts and Purchasing for Matrix Providers. She is an experienced contracts leader with over 15 years of experience in the information technology services industry, primarily with government-contractor businesses. In addition to contracts management, her experience includes government procurement, administration and information assurance.

As Manager of Contracts and Purchasing for Matrix Providers, Shoemaker serves as contracts lead for proposal development and contract negotiation and administration. She administers and negotiates all non-disclosure and teaming agreements for new business prospects. She creates and aligns corporate policies and procedures with industry standards as well as coordinates with legal counsel on contractual agreement reviews to ensure compliance.

Shoemaker earned a Master of Business Administration degree with emphasis in organizational leadership from Norwich University. She also holds a Bachelor of Science degree in Electrical Engineering Technology from the University of Central Florida. She is a member of the National Contract Management Association (NCMA).

Shoemaker currently resides in Orlando, FL and enjoys spending time with her husband, stepdaughters, and daughter. Being a Florida native, she enjoys time at the pool and doing Disney days with the kids.
