Dr. Bill Rivard, a retired Army Colonel, serves as Chairman of the Advisory Board for Matrix Providers, where he continues to guide the organization’s strategic vision and growth. As the company’s founder and former President and CEO, Dr. Rivard led Matrix Providers to become one of the fastest-growing healthcare staffing firms in the United States.
He established the Denver-based, fully virtual healthcare staffing firm in 2010—his second successful venture in the industry—with a focus on serving government healthcare agencies and facilities across the U.S., Puerto Rico, and Guam.
An optometrist with 28 years of military service, Dr. Rivard has dedicated his career to elevating standards in healthcare staffing and government contracting. Under his leadership, Matrix Providers pioneered the adoption of commercial best practices—such as Managed Service Provider (MSP) models—within the federal sector and achieved an industry-leading 99.9% fill rate across thousands of placements.
Today, as Chairman of the Advisory Board, Dr. Rivard continues to provide strategic insight and industry expertise, helping drive innovation, operational excellence, and long-term growth.
